The Department of Planning and Codes was established in 1985 to administer county-wide planning and zoning. In addition to the administration, implementation and enforcement of a number of ordinances, regulations and codes (listed below), the Department also develops and implements county-wide plans, performs Alcoholic Beverage Licensing, and Excise Tax Assessment.

Notice to Solar Applicants:
Applicants are advised that the County is in the process of amending its ordinances governing solar projects and adopting new regulations in response to the State’s recent enactment of the Renewable Energy Certainty Act. The provisions of this legislation will apply retroactively to all pending and future solar project applications. Applicants should monitor the County Commissioners’ website for updates on the progress and adoption of these regulations.
